An international conference on global food security has heard the future of Queensland's
fisheries and aquaculture industries depends on their understanding of the impacts of
challenges like soaring demand and population growth.

Managing Director of Fisheries Queensland .. JIM GROVES .. has told the conference
in Brisbane .. consumption of seafood worldwide is expected to double by 2050.

Mr GROVES says research has found wild catches of seafood peaked in the mid-1990's.

But he says Queensland's approach to precautionary management and the rebuilding of
stocks .. is ensuring the continued sustainability of stocks.

MELBOURNE, Dec 16 AAP - The killer of Indian boy Gurshan Singh Channa held the hand
of an investigating policeman, looked into his eyes, confessed to his actions and wept.

Gursewak Dhillon cried as he told Detective Senior Sergeant Ron Iddles what had happened
to the three-year-old during an extraordinary police interview.

Later, he told him: "I'm a very bad human."

The Victorian Supreme Court heard Dhillon, 25, acted out of fear, panic, naivety and
stupidity when he placed the unconscious boy in the boot of his car, then dumped his body
in long grass, not knowing if he was dead or alive.

The incident unfolded on March 4 when Dhillon accidentally hit Gurshan as he opened
the front door of the home he shared with the boy's parents, knocking him unconscious.

Dhillon planned to take Gurshan to hospital, but instead placed the toddler in the
boot of his car and drove around in a panic for two hours.

He passed a hospital on his journey but failed to seek medical attention, fearing he
would be blamed for harming the toddler and deported.

A truck driver found the boy's body in grass by the roadside, 20km from his family's
home in the Melbourne suburb of Lalor.

Dhillon, an Indian national and part-time taxi driver, pleaded guilty to Gurshan's
manslaughter by criminal negligence.

In a pre-sentence hearing on Thursday, defence barrister Chris Winneke told the court
Dhillon acted out of "fear, panic, naivety and stupidity" which may well have caused Gurshan's
death.

"It's true that the death of Gurshan Channa is tragic. It was a death that need not
have occurred and would not have occurred if not for the conduct of the prisoner," he
said.

Mr Winneke said there was an element of self preservation about Dhillon's actions,
adding there was no excuse for his "grossly stupid decision" to place the child in the
boot.

Medical evidence showed Dhillon's death could not have been caused by being hit by
the front door and he may have suffered heat stroke when temperatures in the car boot
soared to 40 degrees.

In their victim impact statement, Gurshan's parents, who have returned to live in India,
described their constant pain and anguish after losing their son.

They said they could not conceive another child due to the severe stress they felt
over his death.

"I've lost a piece of myself," the statement said.

"Every day is a struggle.

"This man has ruined our lives."

Dhillon initially denied he was involved in the child's disappearance.

But Mr Winneke described how during an interview with police, Dhillon moved his chair
close to investigating officer Det Sen Sgt Iddles and confessed.

Det Sen Sgt Iddles gave evidence on Dhillon's behalf, saying he believed he was genuinely sorry.

He said Dhillon was the first accused in his 22 years of investigating homicides, to
ask to meet with the victim's family.

Prosecutor Gavin Silbert SC asked that Dhillon receive a maximum six-year jail term.

Dhillon, who came to Australia with his wife in 2008 on a bridging visa, was remanded
into custody and will be sentenced on February 2.

The court heard he would face deportation on his release.

in seven years .. but didn't want to be saddled with the responsibility of having a child.

In his crown opening address in the New South Wales Supreme Court .. MARK TEDESCHI
QC says KELI LANE instead had two terminations and murdered one of the infants.

35-year-old LANE has pleaded not guilty to murdering TEGAN LANE .. when the child was
only two days old .. after being discharged in September 1996 from Auburn Hospital.

LANE's also pleaded not guilty to three perjury counts .. relating to an affidavit she signed.

Mr TEDESCHI is continuing his opening at the trial before Justice ANTHONY WHEALY.

BRISBANE, Aug 18 AAP - Skin cancer can kill, but Australians keep sunbaking themselves to death.

So why do so many people stay out in the sun, despite the warnings?

That's the key question exercising minds at the Queensland University of Technology (QUT).

Researchers are conducting a national study that aims to find new ways to encourage
adolescents and other sun-lovers to turn away from the tan.

Lead investigator Dr Katherine White, from QUT's Institute of Health and Biomedical
Innovation, said there was a big difference between people knowing why they should be
sensible in the sun, and actually doing it.

"Given Australia's high skin cancer rates, there is still a vital need for research
into why people do or don't practise sun-safe behaviours such as wearing hats, sunscreen
and protective clothing, and avoiding the sun during the middle of the day," she said.

"Interestingly, increasing people's knowledge and awareness of risk has not been shown
to increase sun protection behaviour.

"Adolescents, for instance, collectively have high levels of knowledge and awareness
of the risks of skin cancer, but still take fewer precautions in the sun.

"This age group has been reported to intentionally use a low SPF sunscreen or deliberately
expose themselves to the sun to obtain a tan."

Skin cancer accounts for 80 per cent of all new cancers diagnosed annually in Australia.

The research team will at first focus on factors that influence behaviour, and then
will develop interventions targeted at both adults and adolescents.

Tactics to be investigated include empowering young people to challenge and change
any unsafe behaviours in their own friendship groups, and designing campaigns to encourage
other people their age to value sun safety.

The research will include surveying 400 adults, conducting focus groups, and trialling
a school-based intervention program for 12- to 17-year-olds.

BRISBANE, April 8 AAP - A thicket cross has replaced the traditional crucifix at St
Mary's Catholic church in South Brisbane.

The chosen symbol for the final Easter service for rebel priest Father Peter Kennedy
is, as the parish website says, "a mass of sticks, branches, and brushwood, gathered from
near and afar, old, new, shattered, broken, pruned and milled".

Church members and visitors have added to it over several weeks.

One Melbourne visitor contributed a century-old piece of wood in a gesture of solidarity.

The symbol echoes the words of Catholic reformer, St John of the Cross: "Would that
people might come at last to see that it is quite impossible to reach the thicket of the
riches and wisdom of God except by first entering the thicket of much suffering, in such
a way that the soul finds there its consolation and desire".

It also echoes St Mary's position at a crucial point in its 116-year history.

The Easter Sunday service will be the last for Fr Kennedy after almost three decades
of ministry at St Mary's church.

The controversial cleric agreed to step aside from his role from April 19 after a mediation
agreement was reached with the Archdiocese of Brisbane.

The mediation followed nine months of intense battling with Archbishop John Bathersby,
who declared St Mary's to be "an authority to itself" and accused Fr Kennedy of having
"caused harm to ecclesiastical communion in spite of frequent requests from me to do otherwise".

The archbishop cited examples such as a Buddhist statue in the church, using unauthorised
wording for baptisms and marriages and allowing women to preach the homily.

Following this weekend's Easter services, many - if not all - of the parish's members
plan to move 200 metres down the road to a new premises at the Trades and Labour Council
building.

Fr Kennedy, who has vowed to lead the new congregation, has cheekily named the new
church "St Mary's in Exile".

But for how long it will go on remains uncertain.

The plan looks to be on shaky ground, according to Brisbane Chancellor Fr Adrian Farrelly.

He cites a letter written to the parish in February by Archbishop Bathersby which removed
Fr Kennedy as St Mary's administrator.

The letter said that "those who follow you (Fr Kennedy) should realise they will not
be in communion with the Roman Catholic Church or the Archdiocese of Brisbane".

Fr Farrelly told The Catholic Leader newspaper that Fr Kennedy was "clearly in an area
of disobedience" by setting up such a community and was acting contrary to his promise
of obedience to Archbishop Bathersby made on his ordination day.

The canon lawyer said the basis of any examination by the church of the new St Mary's
group would be how it met the tests of "faith, sacraments and governance".

"We need to wait and see what the reality of the situation becomes. Ecclesiastical
penalties can be imposed for such disobedience to the archbishop's wishes," he said.

"However, the church still looks for a change of heart - it's still hoped that Fr Peter
may reconsider his plans."

The existing parish - originally formed in 1893 - will continue, under administrator
Fr Ken Howell.

"It has a present and it will have a future," Fr Farrelly said.

Fr Kennedy told reporters after agreeing on the mediation deal with the archdiocese
that he expected the vast majority of St Mary's congregation to go with him to the new
community.

"I'm hoping that somehow people within the community will come up with some ideas about
how we might rent. We couldn't buy one, but we could rent something," he said.

"For now, nothing has changed in my position, except I can't now come to St Mary's."

Fr Kennedy remains a Catholic priest with the right to conduct masses and baptisms.

"I think we've lost the fight by being pushed out of here, by being excluded from here,
but have they won the battle? That is the question," Fr Kennedy said.

The turbulent priest has a raft of supporters.

Fellow priest Fr Wrex (Wrex) Woolnough, from Caboolture, wrote in his parish newsletter
that the situation raised a wider issue for the church.

"It is about the way we will be able to `be church' in the future," he wrote.

Another backer, Gaye Keir, whose comments have been reproduced in a number of parish
newsletters, says what has happened at St Mary's represents a "paradigm shift".

"Once you've decided the earth is round and not flat, there's no going back to believing
the earth is flat and there's no compromise position that encompasses both flat and round,"

she says.

"So it is with the people of St Mary's who have arrived at an understanding of God,
Jesus and church that is at odds with the paradigms of the hierarchical church."

As the St Mary's community reflect on the thicket cross - with its shattered and broken
sticks - they'll be praying for healing and new life in exile.

CANBERRA, Dec 4 AAP - The federal government has made no decision about setting up
a national bank to help states borrow billions of dollars for infrastructure projects.

State Labor treasurers have written to the government saying its bank guarantee scheme
has frustrated their attempts to borrow funds on overseas capital markets.

The guarantee - aimed at helping banks borrow offshore - has lowered effectively the
credit rating of state governments.

They have floated the idea of a national infrastructure bank that would borrow money
on their behalf.

Federal Treasurer Wayne Swan has confirmed the states had written to him about a number
of options to address the problem of raising funds.

There had been a "wide variety" of ideas from the states and private sectors, including
the establishment of a government-backed bank.

"We're considering those and we've reached no conclusion," Mr Swan told ABC Radio on Thursday.

The bank guarantee scheme was not the only reason for the states' inability to borrow
money, he said.

He rejected a suggestion the commonwealth buy up state bonds on the understanding the
states would repay them.

"I'm not attracted to that idea."

He also ruled out the commonwealth borrowing billions of dollars in its own right and
handing over the money to the states.

The government had no intention of making changes to its bank guarantee scheme to accommodate
the states.

"I'm most certainly not, the bank guarantee does not go to the core of the issue here,"

Mr Swan said.

He rejected opposition jibes about reports that Prime Minister Kevin Rudd had flagged
taking bank chiefs to the Middle East to drum up investment in Australia.

They have likened it to the Khemlani loans affair which dogged the Whitlam government
in the 1970s.

The opposition was resorting to silly political games, Mr Swan said.

Qld: Man remanded on rape and torture charges

A 20-year-old man has been remanded in custody after appearing in a Brisbane court
today .. charged with the rape and torture of a woman.

Police say he's accused of forcing the woman into bushes near the tennis courts at
Ernest Street in South Brisbane .. on November 29 .. before bashing and sexually assaulting
her.

The man's lawyer .. ANDREW HACKETT .. says no application for bail has been made.

The man's has been remanded to re-appear in the Brisbane Magistrates Court on February 11.

WA: Forensic tests continue in Rayney murder case

PERTH, Aug 20 AAP - Items from the gravesite of murdered West Australian Supreme Court
registrar Corryn Rayney will be tested this week as police continue their hunt for her
killer.

Police are refusing to reveal if they have any suspects, saying only that there are
"persons of interest" in their inquiry into the fate of the prominent lawyer whose body
was found buried in Perth's King's Park last week.

Ms Rayney, 44, had been missing since August 7, when she failed to return home to her
10- and 12-year-old daughters after a bootscooting class.

Police found the bushland grave after discovering Ms Rayney's car in nearby Subiaco
on Tuesday and following an oil leak from the vehicle.

Police spokeswoman Ros Weatherall said today forensic tests would be carried out this
week on items taken from the car and gravesite.

"There are a number of exhibits they want to go through," Ms Weatherall said.

"A preliminary autopsy was also done on Friday, but further tests need to be carried out."

Ms Rayney's younger sister, Sharon, yesterday appealed for anyone with any information
to come forward, no matter how "trivial" they might feel it to be.

"She was a daughter, a wife, a mum and my sister, caring, fun and trusting in everyone
she met," Sharon said.

"Now she is my murdered sister, and my family and I want to know why."

Police have said they may never have discovered the bushland grave if Ms Rayney's car
had not been damaged, apparently when it was driven over a bollard placed to block access
to bush tracks in the park.

Detectives have warned the killer that a meticulous forensic team will find any evidence
left behind.

While the couple were estranged, it is understood Ms Rayney continued to live with
her husband Lloyd, a former senior prosecutor who is currently representing police at
a Corruption and Crime Commission hearing in Perth.

Fed: Seven and SBS to broadcast 2008 Beijing Olympics

SYDNEY, April 4 AAP - The Seven Network and SBS have confirmed they will continue their
dual free-to-air television broadcast deal for the 2008 Olympics in Beijing.

Both networks shared the Australian free-to-air rights to the 2004 Olympics in Athens.

Seven has again secured exclusive broadcast rights to the opening and closing ceremonies
along with the blue ribbon events including swimming, track and field, rowing, cycling
and gymnastics.

SBS will again cover the less glamorous or longer-running events such as football,
road cycling, volleyball and table tennis.

Seven chief executive David Leckie said the agreement was not only a positive business
deal for his network, but would broaden the coverage of the games beyond what a single
channel could provide.

"Viewers will see terrific coverage on Seven with no change in the events we have broadcast
during past Olympic Games and this will be complemented by coverage of a wide range of
sports on SBS, saving viewers from the need to pay to get access to the best of Olympic
sport," Mr Leckie said.

He added the rights deal was a win for free-to-air television against the emerging
power, especially in sport, of subscription TV's Fox Sports channels.

For SBS, the deal fulfils its charter to broadcast special interest and multicultural events.

"SBS is particularly pleased that the deal involves continuing its commitment to football
coverage and other specialised sports that Australians have a genuine interest in," SBS
managing director Shaun Brown said.

"The Olympic Games is probably the single biggest multicultural celebration in the
world and for SBS to be a part of it is both appropriate and exciting. We look forward
to working with the team from Seven again next year," Mr Brown said.

The Beijing games are sure to be a ratings hit for Seven and SBS, with the city's local
time just two hours behind Sydney.

More than 400 people will produce more than 800 hours of Olympic coverage on Seven
and SBS during the 17 days of the games between August 8 and 24 in 2008.

Vic: Student storm ALP headquarters over VSU

Up to 40 students have barricaded themselves into the Labor Party's Victorian headquarters
to protest the party's compromise on voluntary student unionism.

The students stormed the offices in West Melbourne following an anti-VSU rally through
the streets of Melbourne earlier today.

The rally was attended by around 1000 Melbourne tertiary students, activists and green groups.

National Union of Students education officer ANNA ROSE says most of the building's
20 staff have left after students began occupying an upstairs floor shortly after 4 pm
(AEST).

Ms ROSE says the students have decided to take their message directly to the Labor
Party after hearing opposition education spokeswoman JENNY MACKLIN'S explanation for the
ALP backflip at the rally.

The federal opposition earlier this week urged the government to compromise on plans
to scrap compulsory student union fees.

Opposition Leader KIM BEAZLEY says Labor is now prepared to agree that the portion
of student union fees which the government regards as funding political activities should
be voluntary.

Bow your heads, please, for 2010 saw yet another foodie term of affection jump the shark -- artisanal. This year big business continued to follow the foodie dollar, co-opting and transforming the language of the culinary crowd. A few years ago they swarmed the once-crunchy cottage organic industry. Then everyone from Whole Foods to Walmart latched on to the "local" label.

When the Big Foods of the world made Frito-Lay's Tostitos from "Artisan Recipes" and Sargento shredded cheeses from "Artisan Blends" (all trademarked, of course), you know the term lost its cred.

So went the year in food.

It means 2011 will see yet another search for a term that sets apart real from really industrialized food. There's no front-runner, but odds are good author and activist Michael Pollan (the man whose dilemma we all devoured) and chef-agronomist Dan Barber (whose Blue Hill restaurant menu we all want to devour) will have a hand in coining it.

That's no laughing matter. Or maybe it is.

Better ask another star of 2010 -- Ruth Bourdain, the fictional spawn of former Gourmet magazine editor Ruth Reichl and sass-talking chef Anthony Bourdain. The freakishly androgynous anonymously penned mashup ruled the Twittersphere, retooling the real Reichl's lyrical tweets into raunchy, acerbic comic fodder (most of it unfit to print).

Ruth Bourdain was the name to follow and the man (or woman?) to unmask. Nobody did.

Speaking of Gourmet, 2010 saw the one-year anniversary of its demise, but its zombie lived on. Most of us -- including Reichl, now a Random House editor -- have moved on. Parent company Conde Nast (which pulled the trigger on it) seemed to have more trouble. They trotted out the Gourmet name on everything from a cookie cookbook to an app to "special editions" of the magazine. Makes you wonder why they killed it in the first place.

The Gourmet app entered a crowded marketplace. This was the year for big name foodies to put their thumbprints on tiny screens. Everyone from Martha Stewart and Tyler Florence to Rachael Ray and Mark Bittman got in on the app game.

Meanwhile, the iPad was supposed to revolutionize cookbooks, finally bringing together the traditional contents and portability of paper with the whiz-bang features, encyclopedic depth and flexibility of video and the Internet. We're still waiting.

Not all grub-related media growth was on tiny screens. Apparently the American appetite for televised food is as insatiable as its obsession with over-the-top fast food (more on that in a minute). In the spring, the 17-year-old Food Network gave birth to another 24-7 culinary enterprise ó the Cooking Channel.

On another network, Brit chef Jamie Oliver was busy trying to revolutionize the eating habits and food policies of a West Virginia town that wasn't always thrilled to have him there. Whatever the lasting difference on that community, "Jamie Oliver's Food Revolution" was eaten up by viewers and it won an Emmy for outstanding reality program.

It was a spotlight Oliver had to share, for talk about healthing up America's eating habits was all the rage, everywhere from 1600 Pennsylvania Ave. right on down to Sesame Street.

First lady Michelle Obama continued her push to end childhood hunger and fight childhood obesity, rallying chefs (celebrity and not) to donate time to resource-strapped school lunch programs and helping to push through legislation that overhauled school lunches and funded an additional 20 million after-school meals for needy kids.

An effort to revamp the nation's food safety system -- a measure with broad support that advocates have sought close to, oh, forever -- got broad support after a large-scale outbreak of salmonella-tainted eggs sickened as many as 1,600 people during the summer.

And down by Hooper's Store, Elmo partnered with celebrity chef Art Smith and a host of new Muppets -- banana, cheese, whole-grain roll and broccoli -- in an effort to teach healthy eating on a budget and pull children away from the perverse crossroads of poverty and obesity.

Might also want to keep them away from the latest fast-food obsession -- a caloric game of one-upmanship in creating the most over-the-top menu item. In the spring, KFC gave us the hugely popular 540-calorie Double Down -- a bunless sandwich of bacon and cheese surrounded by chicken filets.

Not to be outdone, a few weeks later IHOP offered up Pancake Stackers, a crustless cheesecake filling surrounded by two buttermilk pancakes and topped with a strawberry, blueberry or cinnamon apple compote and whipped topping. Accompanied by its standard two eggs, bacon and hash browns, it packed a mere 1,250 calories.

Yet both seemed eclipsed by the return of -- and frenzy to nosh -- McDonald's McRib. The company credited the sandwich with helping push sales nearly 5 percent in November.

Makes sense. In 2010, pork was the meat to eat. Bacon continued to command star treatment, though by the time you can cruise online and find Star Wars spaceships constructed out of bacon, you know its days are numbered. And despite our preoccupation with cured pig, chicken remained the leader in recipe searches on Yahoo.

Also hot was what people weren't eating -- gluten. Grocers seem so overstocked by products clamoring to set you free from the wheat protein, it seems only a matter of time before somebody offers gluten-free gluten.

What's next? Vegans are hotter than hot. But so is meat. We'll inhale meatballs spiked with unspeakable ingredient combinations. We've read way too many books about butchers this year. Could fish mongers be the next fascinating food worker for whom memoirists pen pseudo-sexual odes?

Perhaps . If they batter the local and organic catch of the day in artisanal gluten-free breadcrumbs.

Open enrollment tools evolve: technology is available for even the smallest employers to automate open enrollment.(HR Technology)

By automating open enrollment with technology, a restaurant company with 1,850 employees reduced errors in its annual benefits sign-up to less than 1 percent, down from as much as 5 percent in paper-processing days.

The benefits and HR manager of a heavy equipment company with 350 employees now spends less than half the time she once did on open enrollment after moving from paper to a technology platform.

And a manufacturer with 2,500 employees saves more than $400,000 per year, thanks to an open enrollment platform.

What's not to like?

An open enrollment platform is a technology that can transform human resource operations from "looking like the registry of motor vehicles to looking like Netflix," says David O'Connell, principal analyst at Nucleus Research Inc. in Boston.

Most large employers outsourced benefits administration a long time ago; as technology improved, providers began using software and the Internet to automate open enrollment and other benefits-related processes. These outsourcing agreements are typically large, multiyear deals that include services such as call center support and that are feasible mainly for employers with thousands of workers.

Payroll processors and other vendors now offer open enrollment solutions for smaller companies, providing some of the benefits of automation that large employers gain from outsourcing.

"This whole vendor segment is emerging," says Jamie Hawkins, president of Benefit Technology Resources LLC, a consulting firm in Tampa, Fla., that helps small and medium-sized employers choose benefits platforms.

Hawkins advises customers to exercise due diligence when selecting a vendor: "Do your homework. Pay attention to the back end, not just the pretty face. See how it works. Look at the security of it. Ask for what you need." Get deliverables in writing.

New Trends

Few large employers still use paper for open enrollment. In a survey of 209 U.S. employers in December 2010, less than 9 percent used paper, down from 14 percent the previous year, Towers Watson found in an annual survey. Company size ranged from 2,000 employees to more than 100,000, with an average of 14,000, says Rich Nicholas, a senior consultant in Towers Watson's outsourcing group.

The survey sample included organizations that outsource and those that use other solutions. The research shows that if these employers do not outsource but do use technology, they no longer buy and install it on their premises. Most either outsource or use the technology as software-as-a-service (SAAS), Nicholas says.

Large outsourcing providers such as Aon Hewitt, Fidelity, Towers Watson and Mercer built or acquired software platforms that give clients' employees an automated, self-service experience. The first versions of these open enrollment platforms handled basic transactions and workflow. Modeling tools to assist with decision-making and health care content came later. Today, these platforms offer increasingly more interactive health care and wellness content. Blogs, videos and other Web 2.0 tools, plus mobile access, help HR professionals communicate open enrollment information to employees.

Large outsourcing providers' platforms are highly integrated and include the insurance carriers' systems and the clients' payroll software. Now, there are similar options available to mid-size and smaller employers from a bevy of providers.

More Choices

Hawkins works with companies that have a maximum of 10,000 employees; most are much smaller than that. She estimates that 60 percent to 70 percent of employers in this mid-size and smaller market still use paper for open enrollment.

Based on her study of the market, Hawkins cautions that benefits technology is a diverse and potentially overwhelming segment to buyers. She estimates that 70 to 100 vendors offer various solutions--but not always exactly the same products and services, making comparison difficult. In her opinion, a much smaller number of providers are serious players. HR clients are often bewildered by the selection process because they "don't do this every day and it is hard to do," she says.

Among available options:

* Some existing human resource information system developers--of both older generation and newer SAAS-based models--offer, or soon will offer, technology for benefits enrollment and administration.

* Some existing payroll providers have acquired or built open enrollment front-ends that work with their payroll software but that don't always interface with other payroll software.

* A growing class of vendors offer benefits platforms through insurance carriers and the broker community. Some now offer these directly to employers.

Hawkins cautions buyers not to be wowed by particular features on any platform until they understand what the platforms can and cannot do.

Document what you need in a request for proposal. Then, "Use a consultant or do it yourself, but get the vendor to respond," she says. Ask about:

* Billing reconciliation.

* Building spreadsheets.

* Processes around evidence of insurability.

* Integration with payroll providers.

Be hyper-vigilant about security and data management. Hawkins says many vendors may not meet basic security expectations.

Payroll Extension

If your company already has a satisfactory relationship with a payroll provider that offers benefits enrollment, explore that option.

With 350 employees, Modern Group Ltd. in Bristol, Pa., sells, rents and services forklifts and other construction equipment at 10 dealerships in Pennsylvania, Delaware and New Jersey. Modem Group began using technology from CheckPointHR LLC in Edison, N.J., for payroll in 2004, according to Heloise Schieber, benefits and HR manager.

CheckPointHR provides web-based HR management tools, including payroll and benefits administration, for small and medium-sized companies. For benefits, CheckPointHR provides the platform and serves as broker. "We negotiate health insurance rates, handle all facets of open enrollment and update payroll deductions," says Tim Padva, chief executive officer.

After two years of using CheckPointHR's payroll product, Modern Group adopted its benefits service when paper administration became too burdensome. "When we were on paper, it was just insane," Schieber says. "Having employees do it online is a big time saver for me."

Padva says 80 percent of his payroll clients use the benefits platform and service.

Negotiating a Deal

Grill Concepts Inc., headquartered in Woodland Hills, Calif., owns 29 restaurants, including The Daily Grill and The Grill in the Alley groups, and employs 1,850 people. The company uses BeneTrac open enrollment technology that is offered through its insurance carrier, says Chris Gehrke, vice president of HR.

BeneTrac, a subsidiary of Paycheck Benefits Technology Inc. in San Diego, sells to insurance brokers and carriers, who then offer the platform as a service to customers, says Chris Knight, western region field sales manager. The vendor has end users ranging in size from 50 to 5,000 employees, but "our average-size end user customer is about 300 employees." He says companies that size usually work with a broker.

A couple of years ago, when Grill Concepts was seeking a new insurance carrier, executives looked into a benefits enrollment option from its payroll provider but passed because of cost, Gehrke says.

Company leaders were aware of BeneTrac's cost model because Grill Concepts' previous carrier had used BeneTrac, although the restaurateur had never used it, Gehrke says. As negotiations progressed, the new carrier decided that adding BeneTrac would clinch a deal with Grill Concepts and reduce its costs.

Grill Concepts has used BeneTrac for two open enrollment cycles. In paper days, errors ranged from 2 percent to 5 percent. With BeneTrac, the error rate fell below 1 percent, Gehrke says.

The software does not connect seamlessly to Grill Concepts' payroll system--HR staff download spreadsheets from one system and upload to the other--yet the company's HR professionals are generally pleased with the technology.

"One step and you're done," says Melinda Shafran, HR generalist for benefits. "Let's say you terminate benefits. You terminate it once and the system distributes to everyone. You don't need to go to dental, medical, COBRA, life insurance. You notify one place, and it tells all carriers. That's huge."

Real Money

Testimonials about saving time are persuasive, but nothing beats cold cash. Morganite Industries Inc. in Raleigh, N.C., makes ceramic electrical supplies and carbon graphite products. The employer achieved cost savings when it adopted technology from Benefitfocus.com Inc. in Charleston, S.C., for open enrollment of 2,500 employees who work at 10 locations in the southeastern United States.

Benefitfocus started like BeneTrac did, selling to insurance carriers. Two years ago, it began selling directly to employers with 1,000 or more workers, according to Nancy Sansome, senior vice president of marketing and communications. The company's SAAS offering covers open enrollment transactions and connections to payroll and insurance carriers. Benefitfocus has been developing tools to improve the employee experience. The software also performs call center functions for customers.

Nucleus Research Inc., an independent organization offering studies of technology's return on investment accredited with the National Association of State Boards of Accountancy, determined that Morganite's accrued savings paid for deployment of the platform in seven months, and the company now saves an average of $438,418 annually on its open enrollment process.

O'Connell lists three reasons for the savings. The first two are obvious: By moving the process online, Morganite employees and HR administrators became more productive by saving time, and a hard dollar savings can be attached to these productivity gains.

The third reason is less obvious but produces the largest savings. The application enables an "eligibility audit." The first audit allowed Morganite to identify 100 unqualified people--ex-spouses of employees, for example--whom the company dropped from benefit rolls.

Employers are slowly adopting new technologies, including social media tools and videos, to support employee communications for open enrollment. But they still rely most heavily on e-mail.

In a survey of open enrollment trends conducted in December 2010, Towers Watson found that more employers than in past years use technology and face-to-face meetings to communicate with employees about open enrollment The findings are based on responses from 209 U.S. employers.

Specifically, 84 percent used e-mail, compared with 76 percent the previous year, and 60 percent used face-to-face meetings, compared with 53 percent. Thirty-three percent of the respondents used videos, podcasts and online chats, compared with 27 percent the previous year. Only 4 percent used blogs or other social media tools.

Jill Radding, manager of benefits and employment at Rex Healthcare in Raleigh, N.C., sends daily e-mail reminders to about 5,000 employees during open enrollment season. "We also send out links to information on our home page," she says. Rex Healthcare uses software from Benefitfocus.com Inc. as its open enrollment platform.

Jennifer Benz, chief executive officer of Benz Communications, a social media consultancy in San Francisco, sees growing interest in social media tools for benefits communication.

Some employers are getting creative in their approaches to benefits communication. Tmstnode Inc., a three-year-old startup in San Francisco, develops decision support tools based on animated stories designed to educate employees on benefits. Research conducted at Stanford University has shown animation to be a useful educational tool with high viewer recall, according to Kevin Dunn, founder and CEO of Trustnode.

The 54,000-member New York Public Employees Federation, an association of technical and engineering employees, is among the early adopters. Beth Wales, marketing executive for voluntary membership benefits, says the association is testing animated features. "There is science that explains why people relate to cartoon characters that exaggerate human behavior," she says.

Some providers of online enrollment technology are adding communication features to their platforms. Benefitfocus offers a messaging center that allows employees to ask questions privately or publicly. Benefitfocus has produced 300 videos for its portal that customers can use. It can also develop custom videos for a separate fee, according to Nancy Sansome, senior vice president of marketing and communications.

Sansome says the company is also developing other features, including access from mobile devices as well as a rating and ranking feature similar to the one Amazon uses for books to allow employees to grade benefits providers.

Rex Healthcare's Radding says the company doesn't use any Benefitfocus features yet, but podcasts and webinars, probably developed internally, are "on the list for next year."

GEC ALSTHOM Wins Major Order to Supply Rail Equipment to Amtrak in the United States.

HAWTHORNE, N.Y.--(BUSINESS WIRE)--Sept. 9, 1997--GEC ALSTHOM has won an order to supply the National Passenger Corporation (Amtrak) in the United States with control, propulsion and auxiliary equipment for 30 electric locomotives. The order includes an option to equip a further 22 locomotives.

Amtrak will install the equipment into remanufactured AEM-7 locomotives at its Wilmington maintenance facility in Delaware. The first unit is scheduled to enter service in January 1999.

This latest order confirms GEC ALSTHOM's leadership in the use of IGBT semiconductor technology for propulsion applications.

GEC ALSTHOM, which has just acquired the Hornell railway manufacturing business in New York, recently won an order for six high-speed electric locomotives from the Maryland Mass Transit Administration (MTA). The company is supplying 'American Flyer' high-speed trainsets to run on Amtrak's Northeast Corridor and is a member of the FOX consortium to develop a high-speed rail project in the state of Florida.
